Government House,

Hongkong,

24th.October, 1910.

With reference to my Despatch

No. 357 of the 21st. and to my Despatch No. 363 of the

24th. October, 1910, in which I have brought up to date

the statement of the legislation passed by this Government

to control the traffic in Opium, Morphine, Compounds of

Opium, Cocaine, and other deleterious drugs, both for local

use and export, I have the honour to point out that as far

as the export of Morphine, Compounds of Opium, and Cocaine

to ghina are concerred the legislative offorts of Hong-

-kong are of no practical effect because these drugs are

exported to Macao where, as far as I am aware, no

restrictions as to their re-export to China exist.

2.

During the current year 2,825 lbs

of Morphine and 2,600 ounces of Cocaine have been so
